Could you try to remove the Trusted Anchors Zone form AR13 and make a replication form AR14 by using ADSIEditand see how is going ? The CN=MicrosoftDNS was aparently created because the DNS data was not yet synchronised, more info I managed to find after I fixed the problem at: http://support.microsoft.com/kb/836534. Reason being AR13 is a RODC, so if I understand correctly,replication is only one-way (from AR14 to AR13).
